Fuel Bank Vouchers – Help with Prepayment Meters
If you have a prepayment meter and are struggling financially, you may be able to receive Fuel Bank vouchers to help cover your energy costs.
How It Works
- You can apply for up to 3 vouchers within a 6-month period.
- There must be at least 2 weeks between applications.
How to Apply (For Residents of Dundee)
If you live in Dundee, you can apply by emailing deeap@dundeecity.gov.uk – make sure your email is marked for the attention of JOE.

What to Include in Your Email
- Your details:
- Full name
- Full address
- Phone number (must be your own mobile number)
- Email address
- Date of birth
- Proof of identity and address:
- A clear photo or scan of an official letter or tenancy agreement
- A picture of your meter showing a balance of £2 or less (must show both the full meter and the balance)
- If you can’t take a picture of the meter, you can submit a screenshot from your top-up app
- Answer these questions:
- How many people aged 18 or over live in your home?
- How many people aged under 18 live in your home?
- Is anyone in the home of pensionable age?
- Who is your gas supplier?
- Who is your electricity supplier?
- Do you have smart meters?
What Happens Next?
If you meet the eligibility criteria and haven’t already received the maximum number of vouchers, Joe will apply for one on your behalf.
- Your voucher will be sent to you via text message.
- You may also receive an extra “booster” voucher the following day (this is not guaranteed).
- The voucher amount varies by season:
- Winter: You might receive 2 vouchers totalling up to £100
- Summer: Typically, 1 voucher worth around £30
How to Use Your Voucher
Go to a PayPoint store with your voucher code.

What you need to take with you depends on your meter type:
🔌 If You Have a Smart Prepayment Meter:
- Take your top-up card or top-up number (usually provided by your energy supplier)
- Show the voucher code from your text message
- The shopkeeper will apply the voucher to your account
The funds should appear on your meter automatically.
If they don’t show up within an hour, you can manually enter the payment code from your receipt.
🔌 If You Have a Traditional Prepayment Meter:
- Take your gas card or electricity key
- Provide the voucher code from your text message
- The shopkeeper will load the voucher onto your card/key
Then:
- Take the card/key home
- Insert it into your meter to transfer the funds
Important:
You do not need to pay any fees at the shop. PayPoint stores are paid by your energy supplier – no commission or charges should be added.
